Ορισμένοι υποστηρικτές της προωθούμενης μεταρρύθμισης ισχυρίστηκαν ότι οι διαπρεπείς ξένοι συνάδελφοι, πολλοί από τους οποίους είναι διεθνώς γνωστοί για την συνεισφορά τους στην κριτική σκέψη, δεν είχαν επίγνωση του τι υπέγραφαν, γιατί δεν γνώριζαν τι συμβαίνει στα ελληνικά πανεπιστήμια –υπονοώντας ότι ως συντάκτες της έκκλησης τους παραπλανήσαμε. Άλλοι, μεταξύ των οποίων και η ίδια η Υπουργός, τους προσήψαν ότι δεν υπέβαλαν σε κριτική εξέταση τα επιχειρήματά μας εναντίον του νέου νόμου, αφού δεν γνώριζαν τι αυτός προβλέπει –υπονοώντας ότι αφέθηκαν να καταστούν υποχείρια των δικών μας μικρο-πολιτικών συμφερόντων και παραβλέποντας σκόπιμα ότι οι αναφερόμενες στην έκκληση βασικές κατευθύνσεις του νόμου είναι διεθνώς γνωστές. Άλλοι αμφισβήτησαν και την ίδια την ύπαρξη των υπογραφών δημοσιοποιήσαμε –υπονοώντας ότι τις υφαρπάξαμε.

Οι ισχυρισμοί αυτοί δεν επιχειρούν μόνο να προσθέσουν το βαρύ πυροβολικό της ανηθικότητας στην σκευή των απαξιωτικών επιχειρημάτων με τα οποία βάλλεται η ελληνική πανεπιστημιακή κοινότητα. Επί πλέον επιχειρούν να επιβάλουν μια αυθαίρετη και μονόπλευρη ερμηνεία της έκκλησής μας με σαφή προσανατολισμό: (α) Να εμφανίσει την απόρριψη της συγκεκριμένης μεταρρύθμισης από μέρους μας ως άρνηση κάθε μεταρρύθμισης στην ελληνική ανώτατη εκπαίδευση, ως άρνηση που διαπνέεται από συντηρητισμό και ιδιοτέλεια. Και αυτό, παρότι τονίζουμε την ανάγκη ριζικών αλλαγών, στη βάση των προτάσεων που έχει καταθέσει η πανεπιστημιακή κοινότητα και τις οποίες η Υπουργός επέλεξε να αγνοήσει (β) Να αποσιωπήσει την ηχηρή κριτική που ασκείται ήδη εναντίον των «διεθνών αρχών και κριτηρίων», τα οποία οι υποστηρικτές της μεταρρύθμισης επικαλούνται προκειμένου να την νομιμοποιήσουν -κριτική που αναδεικνύει τη νεοφιλελεύθερη μετάλλαξη των ακαδημαϊκών διαδικασιών την οποία αυτά συνεπάγονται.

Η εκστρατεία κατασυκοφάντησης της έκκλησής μας στη διεθνή κοινότητα δεν περιορίστηκε, ωστόσο, σε δημόσιες λεκτικές στρατηγικές. Προσέλαβε ακραίες διαστάσεις. Είναι πρωτοφανές ότι πολλοί από τους/τις συναδέλφους που την υπέγραψαν κλήθηκαν να ‘απολογηθούν’, από υποστηρικτές της μεταρρύθμισης, για την πράξη της υπογραφής τους και να αναλογιστούν τη σημασία της -πρακτικές που ανακαλούν τις δηλώσεις μετανοίας άλλων εποχών.

Αυτό, λοιπόν, που διαφαίνεται ως στόχος της εκστρατείας αυτής δεν είναι απλώς να απαξιώσει την Πρωτοβουλία των Ελλήνων Πανεπιστημιακών και μέσω αυτής, να απαξιώσει τις θέσεις της συντριπτικής πλειονότητας των ελλήνων πανεπιστημιακών που αυτή απηχεί. Ούτε απλώς να μηδενίσει το συμβολικό πλήγμα που δέχτηκε η αλαζονικά επελαύνουσα μεταρρύθμιση από το βάρος της υπογραφής χιλίων σχεδόν διαπρεπών συναδέλφων εναντίον της -πλήγμα που, αν κρίνουμε από την αντίδραση των ιθυνόντων της μεταρρύθμισης, αποδείχθηκε κάθε άλλο παρά αμελητέο.

Στο στόχαστρο της εκστρατείας αυτής φαίνεται να τίθεται η ίδια η κριτική ακαδημαϊκή σκέψη, το δικαίωμα της διαφωνίας και της κριτικής και εν τέλει η ίδια η δημοκρατία. Η κριτική μοιάζει με θόρυβο που παρενοχλεί τα αυτιά των ιθυνόντων της μονολογικής μεταρρύθμισης που τώρα φαίνεται να απαιτούν τη σιωπηλή εφαρμογή ενός νόμου μη εφαρμόσιμου. Ενός νόμου για το εφαρμόσιμο του οποίου μοιάζει να ανησυχούν και οι ίδιοι.

Αν όμως η στάση τους απέναντι στην κριτική της έκκλησής μας και στους ξένους συναδέλφους που τη συνυπέγραψαν προοιωνίζεται κάτι από το μελλοντικό πανεπιστήμιο, αυτό το ‘κάτι’ είναι πραγματικά πολύ ανησυχητικό.

H Πρωτοβουλία Ελλήνων Πανεπιστημιακών

Dear colleagues,

We are most grateful for your support to our campaign. The petition ‘Support Greek Academia’ collected more than 970 signatures from academics coming from 43 countries.  The complete list of signatures is uploaded in our blog. Among those who signed the petition are a great number of internationally established scholars, distinguished professors, Rectors, Deans and young academics. In addition, a significant number of researchers, administrative staff, postgraduates, undergraduates and alumni signed the petition. It is obvious that academics throughout the world put personal effort in distributing our campaign and making it known to their colleagues.

The petition campaign had a tremendous effect in the public discussion of the proposed Higher Education bill. It was widely reported and discussed through the mass media and other social networks.  It was brought up and commented upon by MPs during the three-day debate of the bill at the Greek Parliament. The Minister of Education posted a message and a letter to our e-mail address and attempted to publicly discredit the petition. The Minister’s letter and our reply are uploaded to our blog. Given  the success and the huge publicity of the campaign , it is possible that you may be approached  (as it already happened with some of you) to clarify the reasons for signing the petition. The Higher Education bill was passed amidst an avalanche of reactions from the Rectors’ Synod, the academic community and even the Scientific Advisory Committee of the Parliament which stated that some provisions of the bill contradict the Greek constitution.

The ‘Greek paradox’ in this context is that the academic community is asked to operate in an institutional framework it has largely opposed, a framework which received a strong support by the Parliament. We would like, once more, to thank you for your contribution. It proved crucial in our efforts for a democratic, self-administered and unconditional university, open to the society but not subjugated to the regimes of marketability, auditability and quantitative assessment.

We were dismayed to witness the suspicious way in which the Minister of Education chose to respond to the petition “Defending Greek Academia”, which has been endorsed by a remarkable part of the international academic community and has been by now recognized as an international action of safeguarding and further enhancing the very idea of the democratic, self-administered and unconditional university which should be a space of  “unconditional”  critique and research in Kantian terms.

In her letter, Ms. Diamantopoulou reduces the signatories of the petition – international academics of renowned commitment to academic freedom and critical thinking – to mere pawns who were naively deceived and misled by their Greek colleagues.  It also figures Greek academics as mere deceivers who are afraid of change and are guided by their own self-interests. This is a misrepresentation of both international and Greek academics, one which is akin to the typical rhetoric of this Minister and Government: all disagreement is pathologized as regressive fear for change, all critique is reduced and displaced to ulterior motifs and micropolitical self-interests.

This is not the occasion to reiterate that the object of the critique articulated by the academic community is not “change” as such, but rather the specific direction of this law. This is not the time to repudiate, once again, the semantic hijacking according to which the managerial subjugation of the university is miscalled “reform”.  And this is not the occasion to unravel why this law undermines the free university and its fundamental commitment to democratic thinking, teaching and research.

Instead, we wish at this point to pose this question: How can the Minister seriously presume that the international intellectuals who have endorsed the petition and its cause have done so without a comprehensive knowledge of the facts? The facts, in this context, refer to the consequences of similar policies applied in other educational systems throughout the world. The Minister’s letter manifests a demagogic deployment of the “international”, its strategic uses and abuses. While the Minister constantly invokes “international experience” to legitimize her new legislation, when the “international experience” actually speaks through the signatures of prominent international academics, she rejects it. If the reform bill introduces international principles and standards, then these are already common knowledge at a global level, their lived effects being already exposed to critical thinking. Contesting the possibility of such a critique, on the grounds of linguistic specificity, either signals that the principles and standards introduced by this bill are not truly the ones in place in the signatories’ academic institutions, or that the idea of critical academic thinking is beyond the caliber of the Minister’s logic, hovering as a threat to her political imagination.

Finally, the Minister requests that her letter be posted in the blog of “Defending Greek Academia”. It is ironic, if not upsetting, that the Minister of monologue, the Minister who chose to disregard the academic community and its propositions, now feels free to make such a request.  We cannot and shall not follow her in this monologic manner, and we are posting her letter.  We request, however, that the petition with its signatures, as well as and our response to her letter, be posted in the website of the Ministry of Education.

Defending INDEED Higher Education in Greece

There is hardly anyone objecting to the core idea of defending and strengthening Higher Education in Greece especially at this critical juncture for the country’s future.  But as always, the devil hides in the details.

The expressed interest and concern of international academics for the fate of Higher Education in Greece is welcomed. However, it is quite regretful that the “supporting documents” with which non-greek speaking academics were informed and called to sign in agreement, are blatantly one-sided.  They reflect opinions; they are simply editorial comments by a part of the greek academic community (leadership included) that strongly opposes this fundamental effort for reforming Higher Education in Greece.  Nowhere in those documents and texts are facts and specific measures of the bill presented.  Balanced information was nowhere to be found. Moreover, those documents simply distort reality as their authors, by making huge mental leaps, arrive at the gloomiest conclusions with no solid evidence whatsoever.  Therefore, someone has to wonder how academics that by definition embed critical thinking and examination of facts, and not fiction, have unquestionably accepted and adopted those arguments and signed a call for withdrawing the proposed law. A law that will introduce in the country’s higher education system fundamental principles such as those that already are in place in most of the academic institutions that the undersigned serve and prosper.  Thus it is indeed surprising to declare that this direction “has proven devastating for Higher Education”.  In all fairness, however, it is not unexpected since the posted documents claim: “threats of closing down Universities without any strategic planning”,  the “introduction of tuition fees at the undergraduate level”, or “fully surrendering administration without any counterweight to external actors”, and present as a reality the “bypassing of the constitutional obligations of the State towards public universities” and the eminent transformation of “the University into a Corporation”  as well as the abolishment of “the academic character”; all in all threatening the existence of education as a public good.  All of the above reflect solely the authors’ perceptions and simply do not exist, cannot be found (or even implied) anywhere in the proposed law.  Actually, it is quite the contrary that the proposed bill aims to succeed.

Lastly, but not least, the new law whose basic direction has been in public consultation for over a year, instills true self governance (compatible with international standards), and allows for public funding to be directed to higher education institutions for the first time in a transparent and objective way.  Thus, it ensures its outmost effective and efficient use for the benefit of students and greek society.  And this is a duty that the greek government is committed to fulfill.

ΤA ΕΛΛΗΝΙΚA ΠΑΝΕΠΙΣΤΗΜΙA ΣΕ ΚΑΤΑΣΤΑΣΗ ΚΙΝΔΥΝΟΥ

Τα τελευταία χρόνια, ένα κύμα «μεταρρυθμίσεων» στην Ευρωπαϊκή Ένωση, και σ’ ολόκληρο τον κόσμο, υποτάσσει την Ανώτατη Εκπαίδευση στην υπηρεσία της οικονομίας και εν τέλει στη λογική της αγοράς. Η Ανώτατη Εκπαίδευση από δημόσιο αγαθό και δημόσιο δικαίωμα του πολίτη μετατρέπεται βαθμιαία σε εμπόρευμα για καταναλωτές από τα πιο εύπορα στρώματα. Η αυτοδιοίκηση των πανεπιστημίων και η αυτονομία των ακαδημαϊκών διαδικασιών καταργούνται. Οι διαδικασίες παραγωγής και απόκτησης γνώσης και οι όροι εργασίας της πανεπιστημιακής κοινότητας υπακούουν στους όρους του ιδιωτικού τομέα, από τον οποίο τα πανεπιστήμια εξαναγκάζονται να εξεύρουν πόρους.

Η Ελλάδα είναι η μόνη, ίσως, χώρα, της Ευρωπαϊκής Ένωσης όπου οι απόπειρες συντεταγμένης δρομολόγησης των «μεταρρυθμίσεων» αυτών έχουν αποτύχει έως τώρα. Σημαντικούς λόγους για την αποτυχία αυτή αποτελούν η έντονη αντίθεση της ελληνικής κοινωνίας αλλά και το ελληνικό Σύνταγμα, σύμφωνα με το οποίο η Ανώτατη Εκπαίδευση παρέχεται αποκλειστικά από δημόσια, πλήρως αυτοδιοικούμενα και χρηματοδοτούμενα από το κράτος ιδρύματα.

Το ισχύον θεσμικό πλαίσιο λειτουργίας των πανεπιστημίων, αποτέλεσμα αγώνων πανεπιστημιακών και φοιτητών πριν και μετά τη στρατιωτική δικτατορία (1967- 1974), θεσπίζει την αυτοδιοίκησή τους από όργανα εκλεγμένα από την πανεπιστημιακή κοινότητα. Μολονότι συνέβαλε θεαματικά στην ανάπτυξη της Ανώτατης Εκπαίδευσης, η υποχρηματοδότηση, ο ασφυκτικός κρατικός έλεγχος, αλλά και ορισμένες καταχρηστικές εφαρμογές της νομοθεσίας καθώς και μη ακαδημαϊκές πρακτικές από την πανεπιστημιακή κοινότητα, έχουν καταστήσει επιτακτική την ανάγκη ουσιαστικής μεταρρύθμισης της Ανώτατης Εκπαίδευσης.

Η παρούσα κυβέρνηση επιχειρεί εσπευσμένα τη ριζική αναδιαμόρφωση της Ανώτατης Εκπαίδευσης. Με πρόσχημα τη βελτίωση της «ποιότητας της εκπαίδευσης» και την εναρμόνισή της προς τα «διεθνή ακαδημαϊκά πρότυπα», η κυβέρνηση προωθεί την αρχή της «ανταποδοτικότητας» στην Ανώτατη Εκπαίδευση. Ταυτόχρονα, μειώνει δραστικά  τόσο τις δημόσιες δαπάνες για την εκπαίδευση (σε ποσοστό άνω του 50%), ήδη από τις χαμηλότερες στην Ευρωπαϊκή Ένωση, όσο και τις προσλήψεις διδακτικού προσωπικού, σε αναλογία έναν προς δέκα συνταξιοδοτούμενους διδάσκοντες, με ολέθρια αποτελέσματα για τη συγκρότηση και ανανέωση της επιστημονικής γνώσης και για την εκπαιδευτική διαδικασία.

Οι προτάσεις της κυβέρνησης παρακάμπτουν τις συνταγματικές υποχρεώσεις του κράτους έναντι του δημόσιου πανεπιστημίου και καταλύουν την ακαδημαϊκότητά του.

• Καταστρατηγείται η αυτοδιοίκηση των ΑΕΙ. Τα αιρετά διοικητικά όργανα αντικαθίστανται από «Συμβούλια» που θα επιλέγονται και θα δρουν ερήμην της πανεπιστημιακής κοινότητας.

• Το μέλλον των περιφερειακών πανεπιστημίων, αλλά και των πανεπιστημιακών τμημάτων που θεραπεύουν «μη εμπορεύσιμες» επιστήμες, διαγράφεται ζοφερό.

• Αποδομείται η ιδιότητα των πανεπιστημιακών  δασκάλων ως δημόσιων λειτουργών. Το ισχύον ενιαίο μισθολόγιο καταργείται και θεσμοθετούνται εξατομικευμένες αμοιβές ανάλογα με την «αποδοτικότητα», ενώ προωθείται η επισφαλής εργασία στις κατώτερες βαθμίδες.

• Η Ανώτατη Εκπαίδευση νοηματοδοτείται εκ νέου ως «κατάρτιση» και μαζί με την έρευνα μετατρέπονται σταδιακά σε αγορά υπηρεσιών.

Οι προτάσεις της κυβέρνησης έχουν απορριφθεί από την ακαδημαϊκή κοινότητα. Η Σύνοδος των Πρυτάνεων των ΑΕΙ της χώρας και το σύνολο σχεδόν των Συγκλήτων έχουν καλέσει δημόσια την κυβέρνηση να τις αποσύρει και έχουν διατυπώσει προτάσεις για την ουσιαστική αντιμετώπιση των προβλημάτων του ελληνικού πανεπιστημίου. Παρόλα αυτά η κυβέρνηση προχωρεί στην προώθηση των προτάσεων της σε  αντιπαράθεση με το σύνολο της ακαδημαϊκής κοινότητας.

Ζητάμε από τους συναδέλφους της διεθνούς ακαδημαϊκής κοινότητας, που έχουν βιώσει τις συνέπειες αντίστοιχων μεταρρυθμίσεων, τη συμπαράστασή τους στον αγώνα μας για την υπεράσπιση της παιδείας ως δημόσιου αγαθού. Αγωνιζόμαστε, μαζί με τους Άγγλους, Γάλλους, Ολλανδούς, Ιταλούς, Ισπανούς και άλλους συναδέλφους μας για τον σεβασμό των ακαδημαϊκών παραδόσεων του ευρωπαϊκού universitas και την ανταπόκρισή του στις ανάγκες της σύγχρονης εποχής.

Για την υπεράσπιση της ανώτατης εκπαίδευσης στην Ελλάδα

Oι υπογράφοντες αυτήν την έκκληση εκφράζουμε τη συμπαράσταση μας στους Έλληνες πανεπιστημιακούς που αντιτίθενται στην προτεινόμενη από την κυβέρνηση μεταρρύθμιση της τριτοβάθμιας εκπαίδευσης, που κλονίζει την ερευνητική και διδακτική προοπτική των ελληνικών πανεπιστημίων και θα αποτελέσει ένα ακόμα πλήγμα στη δοκιμαζόμενη ελληνική κοινωνία και οικονομία.

Η οποιαδήποτε διαδικασία βελτίωσης του θεσμικού πλαισίου της τριτοβάθμιας εκπαίδευσης οφείλει να λαμβάνει καθοριστικά υπόψη της τις θέσεις της ακαδημαϊκής κοινότητας. Κατανοούμε ότι η συντριπτική πλειοψηφία των Συγκλήτων των ελληνικών πανεπιστημίων, η σύνοδος των Πρυτάνεων των ελληνικών πανεπιστημίων καθώς και όλοι οι τοπικοί σύλλογοι των πανεπιστημιακών δασκάλων έχουν δημόσια εκφράσει την αντίθεσή τους στις κυβερνητικές προτάσεις.

Ζητούμε από τον Έλληνα Πρωθυπουργό Γιώργο Α. Παπανδρέου και από την Υπουργό Παιδείας, Δια Βίου Μάθησης και Θρησκευμάτων Άννα Διαμαντοπούλου

(α) να μην προχωρήσουν στην ψήφιση του νομοσχεδίου στην κατεύθυνση που έχουν διαμορφώσει, κατεύθυνση που είχε καταστροφικές συνέπειες στην Ανώτατη Εκπαίδευση όπου εφαρμόστηκε,

(β) να ξεκινήσουν έναν πραγματικό διάλογο με τις Συγκλήτους των πανεπιστημίων για ένα θεσμικό πλαίσιο που θα διασφαλίζει την κατοχυρωμένη από το ελληνικό Σύνταγμα αυτοδιοίκηση των ΑΕΙ, την επαρκή δημόσια χρηματοδότηση της τριτοβάθμιας εκπαίδευσης και θα σέβεται τις επιταγές των ευρωπαϊκών ακαδημαϊκών παραδόσεων για την δημόσια λειτουργία των πανεπιστημίων.

Greek Universities in Danger

In the last few years, a wave of ‘reforms’ within the European Union and throughout the world has subjected Higher Education to the logic of the market. Higher Education has increasingly been transformed from a public good and a civil right to a commodity for the wealthy. The self-government of Universities and the autonomy of academic processes are also being eroded. The processes of knowledge production and acquisition, as well as the working conditions of the academic community, are now governed by the principles of the private sector, from which Universities are obliged to seek funds.

Greece is possibly the only European Union country where attempts to implement these ‘reforms’ have so far failed. Important factors in this failure are the intense opposition of Greek society as well as the Greek Constitution, according to which Higher Education is provided exclusively by public, fully self-governed and state-funded institutions.

According to the existing institutional framework for the functioning of Universities, itself the result of academic and student struggles before and after the military dictatorship (1967-1974), universities govern themselves through bodies elected by the academic community. Although this institutional framework has contributed enormously to the development of Higher Education in Greece, insufficient funding and suffocating state control, as well as certain unlawful and unprofessional practices by the academic community, have rendered Higher Education reform necessary.

The current government has now hastily attempted a radical reform of Higher Education. On the pretext of the improvement of the ‘quality of education’ and its harmonization with ‘international academic standards’, the government is promoting the principles of ‘reciprocity’ in Higher Education. At the same time, it is drastically decreasing public funding for education (up to 50% decrease) which is already amongst the lowest in the European Union. New appointments of teaching staff will follow a ratio 1:10 to the retirement of existing staff members.  This will have devastating results in the academic teaching process as well as in the progress of scientific knowledge.

The government proposals seek to bypass the constitutional obligations of the state towards public Universities and abolish their academic character.

• The self-government of Universities will be circumvented, with the current elected governing bodies replaced by appointed ‘Councils’ who will not be  accountable to the academic community.
• The future of Universities located on the periphery, as well as of University departments dedicated to ‘non-commercial’ scientific fields, looks gloomy.
• Academic staff will no longer be regarded as public functionaries. The existing national payscale is to be abolished and replaced by individualized, ‘productivity’ related payscales, while insecure employment is to become the norm for lower rank employees.
• Higher Education will be transformed into ‘training’ and, along with research, gradually submitted to market forces.

The government proposals have been rejected by the Greek academic community. The Council of Vice-Chancellors and the Senates of almost all Universities have publicly called the government to withdraw the proposals and have suggested alternative proposals which can more effectively deal with the problems of Greek Universities. Despite this, the government proceeds with promoting its proposals, in confrontation with the entire academic community.

We appeal to our colleagues from the international academic community, who have experienced the consequences of similar reforms, to support us in our struggle to defend education as a public good. We fight, together with our British, French, Dutch, Italian, Spanish and other colleagues, for the respect of the academic tradition of the European universitas in current conditions.

 Defending Higher Education in Greece

We, the undersigned, express our support for Greek academics who oppose the Higher Education reform proposed by the government, which hinders the research and teaching potential of Greek Universities.

Any process aiming to improve the institutional frame of Higher Education has to decisively take into account the positions of the academic community. We understand that the vast majority of the Senates of Greek Universities, the Council of Vice-Chancellors of Greek Universities, as well as the local organisations of University teachers have publicly expressed their opposition to government proposals.

We ask the Greek Prime Minister, Mr. Giorgos Papandreou, and the Minister of Education, Life-Long Learning and Religions, Ms. Anna Diamantopoulou

(a)    not to proceed with voting the law, as the direction it has taken has proven devastating for Higher Education wherever it was implemented

(b) to start a real dialogue with the Senates of Universities aiming towards an institutional frame that will safeguard the constitutionally protected self-government of Universities and the public funding of Higher Education, and will respect the principles of European academic traditions regarding the public functioning of Universities.

LE UNIVERSITA GRECHE SONO IN PERICOLO!

Durante gli ultimi anni, un’ondata di “riforme” nell’ Unione Europea e nel resto del mondo mette le Universita al servizio dell’economia e del mercato. L’educazione universitaria si sta trasformando da un bene pubblico ed un diritto per ogni cittadino in un prodotto commerciale per i consumatori delle classi “per bene”. Si aboliscono l’auto-governo delle universita e l’autonomia dei docenti universitari. I processi di produzione e conquista della conoscenza e le condizioni di lavoro degli universitari si sommettono alle regole del privato, mentre le universita si trovano costrette a trovare dei fondi privati per poter funzionare.

La Grecia e l’unico, forse, paese dell’ Unione Europea, dove i tentativi orchestrati di inaugurare tali “riforme” sono finora falliti. Questo fallimento e dovuto da una parte alla forte opposizione della societa greca, d’altra parte agli ostacoli della Costituzione greca che limita l’insegnamento universitario unicamente alle fondazioni pubbliche autonome, autogovernate e finanziate dallo stato.

Il quadro legislativo in vigore oggi per il funzionamento delle universita greche fu il risultato di lunghe lotte degli universitari e studenti sia prima che dopo la dittatura militare (1967-1974). Prevede l’auto-governo delle universita da organi eletti direttamente dalla comunita universitaria (docenti, studenti, impiegati). Questo quadro, in vigore dal 1982, a contribuito allo sviluppo spettacolare delle universita greche. Ciononostante, oggi il sotto-finanziamento ed il controllo asfissiante delle universita da parte dello stato, certe applicazioni abusive della legge ed alcune pratiche non academiche della comunita universitaria hanno reso necessaria une riforma essenziale delle universita.

Il presente governo cerca di imporre in tempi ristretti la trasformazione ultraradicale dell’Istruzione Superiore. Con il pretesto di voler amigliorare la “qualita dell’educazione” e la sua armonizzazione con i “modelli accademici internazionali” il governo mette in avanti il principio della “ritribuzione” nel funzionamento delle universita. Nello stesso tempo taglia a fondo nelle spese pubbliche per l’educazione (oltre il 50%), che gia furono fra le piu basse dell’Unione Europea. Inoltre i nuovi reclutamenti sono ridotti in modo drammatico: solo uno su dieci docenti che vanno in pensione sará sostituito da un collega più giovane, con consequenze nefaste per la costituzione e il rinnovamento delle conoscenze accademiche e per l’ insegnamento.

Le proposte del governo circonvengono l’obbligo costituzionale dello stato di fronte all’universita pubblica e distruggono il suo carattere accademico.

• L’auto-governo delle Universita garantito dalla Costituzione è sovvertito. Invece degli organi eletti che governano l’universita oggi, si prevede un “Consiglio Amministrativo” con membri selezionati anche nel mondo esterno e che puo agire senza prendere in conto i pareri della comunita universitaria.
• Il futuro delle universita regionali e delle facolta che insegnano materie senza “valori commerciali” sembra nero.
• Si distrugge l’identita dei docenti universitari come funzionari pubblici. Invece dei salari fissi pagati dallo stato e determinati a livello nazionale, si istituisce un sistema di rimunerazioni individualizzate secondo il principio della “rentabilita”, mentre ai gradi inferiori del corpo insegnante si generalizza la precarieta.
• L’istruzione superiore e reinventato come “formazione professionale”, mentre l’insegnamento universitario e la ricerca si trasformano in un mercato di servizi.

Le proposte del governo sono state respinte dalla comunita accademica. La Conferenza dei Rettori e quasi tutti i Senati hanno chiesto pubblicamente al governo di ritirare il suo progetto di riforma e hanno elaborato le loro proprie proposte per rimediare ai problemi attuali dell’universita greca. Ciononostante, il governo continua con il suo progetto, in pieno conflitto con la comunita accademica.

Chiediamo ai nostri colleghi della comunita internazionale accademica, che hanno gia vissuto nella pelle le consequenze di tali riforme, di essere solidari con la nostra lotta in difesa dell’educazione come un bene pubblico. Lottiamo insieme con i nostri colleghi inglesi, francesi, italiani, olandesi, spagnoli ed altri per il rispetto delle tradizioni accademiche della “universitas” europea in modo che possa soddisfare i bisogni del nostro tempo. Vi chiediamo di inviare con messaggio elettronico l’appello che segue, firmando con il vostro nome e identita accademica, all’iniziativa degli universitari greci (europeanuniversitas1@gmail.com). La solidarieta della comunita internazionale accademica sara un fattore di importanza cruciale negli sviluppi dei prossimi mesi non soltanto per le universita greche, ma anche per la societa greca e per tutte le universita europee.

Per la difesa dell’istruzione superiore in Grecia

Noi che firmiamo questo appello ci dichiariamo solidari con gli universitari greci che si oppongono alla riforma delle universita greche proposta dal governo, riforma che mette in pericolo la perspettiva di ricerca e di insegnamento delle universita greche e portera un altro colpo duro alla societa ed economia greca gia duramente provata.

Qualsiasi processo di amiglioramento del quadro legislativo dell’istruzione superiore dovrebbe prendere in conto innanzitutto le posizioni della comunita accademica. Siamo consapevoli del fatto che la stragrande maggioranza dei Senati delle Universita greche, la Conferenza dei Rettori e tutti i sindacati locali dei docenti universitari hanno espresso in pubblico la loro opposizione alle proposte del governo.

Domandiamo al Presidente Giorgio Papandreu e alla Ministra di Pubblica Istruzione Anna Diamantopoulou

a)      di non procedere alla votazione del progetto di legge nel senso delle proposte di riforma finora sommesse, un progetto di riforma che ha gia prodotti effetti nefasti per l’Istruzione Superiore dovunque sia stata applicata

b)      di cominciare un vero dialogo con i Senati delle Universita per un quadro legislativo che possa assicurare l’autogoverno delle universita garantito dalla Costituzione greca, il finanziamento pubblico dell’istruzione superiore e che rispetti le tradizioni accademiche europee in quanto riguarda la funzione pubblica delle universita.

DIE GRIECHISCHEN UNIVERSITÄTEN IN GEFAHR

 In den letzten Jahren unterwirft eine Reformwelle in der Europäischen Union aber auch weltweit die Hochschulbildung dem Dienst und der Logik der Marktwirtschaft. Die Hochschulbildung verwandelt sich allmählich von einem Staatsgut in ein Konsumgut für KonsumentInnen der finanzkräftigen Gesellschaftsschichten. Die universitäre Selbstverwaltung sowie die Autonomie der akademischen Prozeduren werden abgeschafft. Die Produktion und Aneignung von Wissen aber auch die Arbeitsbedingungen der akademischen Gemeinde gehorchen nun den Gesetzen der Privatwirtschaft, in der die Universitäten ihre Finanzierung suchen sollen.

Griechenland ist vielleicht das einzige Land der Europäischen Union in dem die Versuche diese „Reformen“ einzuleiten bisher gescheitert sind. Unter den wichtigsten Gründen für diesen Fehlschlag zählen der vehemente Widerspruch der griechischen Gesellschaft und die griechische  Verfassung. Letzere sieht vor, dass die Hochschulbildung ausschließlich von staatlichen, gänzlich selbstverwaltete und vom Staat finanzierte Institutionen geführt wird.

Der geltende institutionelle Rahmen der Universitäten, das Ergebnis von Kämpfen seitens der Universitätslehrer und der Studenten vor und nach der Militärdiktatur (1967-1974) sieht ihre Selbstverwaltung durch von der Universitätsgemeinde gewählte Grämien vor. Obwohl die Universitätsgemeinde in  spektakulärer Weise zu der Entwicklung der Hochschulbildung beigetragen hat, haben die Unterfinanzierung, die  erstickende Staatskontrolle, sowie manche unmäßige Umsetzung des Gesetzes und eine nicht akademische Praktik seitens der Universitätsgemeinde, die Reform der Hochschulbildung dringend notwendig gemacht.

Die jetzige Regierung versucht eilig die Hochschulbildung auf radikale Weise umzugestalten. Unter dem Vorwand der Verbesserung „der Qualität der Bildung“ und ihrer Harmonisierung mit den „internationalen akademischen Vorbildern“,  treibt die Regierung das Gegenleistungsprinzip in der Hochschulbildung voran. Gleichzeitig setzt sie auf drastische Weise die Staatsausgaben für die Bildung ab, die schon zu den niedrigsten in der EU zählen, sowie die Einstellungen von Lehrkräften. Sie beruft sich auf die Klausel „eine Einstellung für zehn Pensionierungen“ was sich natürlich als katastrophal für die Entstehung und Erneuerung des wissenschaftlichen Wissens und für die Lehre erweist.

Die Vorschläge der Regierung umgehen die konstitutionellen Pflichten des Staates gegenüber der Staatsuniversität und schaffen ihren akademischen Charakter ab.

• Die Selbstverwaltung der Universitäten wird umgangen. Die gewählten administrativen Gremien werden von „Räten“ ersetzt, die in absentia der Universitätsgemeinde ausgewählt und funktionieren werden.

• Die Zukunft der in der Peripherie liegenden Universitäten sowie der Universitätsinstitute, die sogenannte „nicht kommerzielle“ Wissenschaftszweige kultivieren, zeichnet sich dunkel ab.

• Die Rolle der Universitätslehrer als Staatsdiener wird abgebaut. Die geltende einheitliche Lohnliste wird abgeschafft und es werden personenbezogene Löhne je nach „Effizienz“ eingeführt, während in den niedrigeren Rangstufen die unsicheren Arbeitsformen eingeführt werden.

• Die Hochschulbildung wird erneut als „Ausbildung“ verstanden und zusammen mit der Forschung in Dienstleistung umgewandelt.

Die Regierungsvorschläge sind von der Universitätsgemeinde abgelehnt worden. Die Rektorenkonferenz des Landes, beinahe alle  Universitätsräte des Landes haben die Regierung öffentlich aufgefordert, die Vorschläge zurückzuziehen und haben ihrerseits Vorschläge für die eine grundlegende Lösung der Probleme der griechischen Universitäten vorgelegt. Trotzdem schreitet die Regierung mit ihren Reformen voran, abgesehen davon, daß sie damit mit der Gesamtheit der Universitätsprofessoren in Konflikt gerät.

Wir bitten unsere Kollegen der internationalen akademischen Gemeinde, die die Folgen solcher Reformen durchmachen, um ihre Unterstützung in unserem Kampf für die Verteidigung der staatsfinanzierten Erziehung. Wir kämpfen zusammen mit unseren englischen, französischen, holländischen, italienischen, spanischen, deutschen und anderen Kollegen für den Respekt der akademischen Traditionen der europäischen universitas.

 ZUR UNTERSTÜTZUNG DER HOCHSCHULBILDUNG IN GRIECHENLAND

(DEFENDING HIGHER EDUCATION IN GREECE)

 Wir, die diese Petition unterschreiben, drücken hiermit unsere Unterstützung gegenüber den griechischen Universitätsprofessoren aus, die sich der von der Regierung vorgeschlagenen Universitätsreform  widersetzen – einer Reform die Griechenland jegliche Perspektive auf Forschung und Lehre beraubt und die einen weiteren Schlag gegen die hart geprüfte griechische Gesellschaft und Wirtschaft bedeutet.

Jegliches Reformverfahren der Universitäten soll die Ansichten der akademischen Gemeinde ernsthaft in Betracht ziehen. Wir wissen, dass die große Mehrheit der Universitätsräte in Griechenland und die Rektorenkonferenz der griechischen Universitäten öffentlich ihren Widerspruch zu den Vorschlägen des Staates zum Ausdruck gebracht haben.

Wir bitten den griechischen Premierminister Georg A. Papandreou und die griechische Bildungsministerin Anna Diamantopoulou

(1) Den Gesetzentwurf mit der geplanten Reformausrichtung nicht zur Abstimmung vorzulegen. Diese Ausrichtung hat schon vernichtende Folgen überall dort gehabt, wo ähnliche Gesetze verabschiedet worden sind.

(2) Eine richtige Diskussion mit den Universitätsräten anzustreben, mit dem Ziel, die von der Konstitution gesicherte Selbstverwaltung der Universitäten, die öffentliche Finanzierung der Universitäten und den Respekt vor der akademischen Tradition Europas zu sichern.
